Bill has a thing for banners, as we learned from his speech about insulation. For once Bill is bent over so the flag could be seen; usually he's chewing up the scenery. He could be trying to hide from an angry husband by posing as a flag standard. Here we see him waving the flag and giving the "I'm Number One!" sign with his right 'hand'. Read the rhyme carefully, there's a problem with case: fair prices plus high quality and service are their policies. First they can't handle punctuation and rearrange sentences to fabricate rhymes, now they can't keep their noun/verb agreements straight?
