Notice there's no drawing of a garage in Bill's garage plans... building the garage is the plan. Speed Buggy there might help with the assembly since Bill isn't gonna do anything but hold signs. Also significant: we're looking at the back of Bill's head for the first time. Who knew his eyebrow functioned as a cowlick? Now for the premise: "Old gas buggy"... grinning and getting tucked in? Not only do we have a talking car, we have actual word balloons with no frills. This is definitely the result of a two martini lunch or worse. What were the creators of this on?
 
This was the 1960's, you will recall. Anyone's guess.
